Ohio Grants Summit

The Ohio Office of Budget and Management hosted the second Ohio Grants Summit on December 7, 2021. This Summit was a unique event offering the opportunity to connect local government leaders and financial managers to resources and education to support their management of federal grant funds.

2022 Presenters 

Andrea Weaver

Andrea Weaver has served as Union County’s Auditor since March 2011, and during her tenure has been awarded a variety of education and leadership awards.  She recently served as the 2021 President of the County Auditors’ Association’s (CAAO). She serves on the Ohio Government Finance Officers Association (GFOA) board, specifically the Legislative committee, and served one term (2018-2021) on the Ohio State Audit Committee (SAC), appointed by then-Senate President Obhof.  She is a member for the Memorial Health Foundation board and is a past member of the Union County YMCA Board of Directors.  She is a member of the Association of Government Accountants, (AGA) and Union County’s Republican Central Committee. Finally, she is a 2012 graduate of Union County’s Leadership program and a 2014 graduate of the JoAnn Davidson Leadership Institute.  Andrea served as the elected County Recorder in Mercer County, Ohio from 1997-2000.  Andrea earned a BS, Accountancy from Miami University and an MBA, Finance from St. Francis University.  She earned the professional designation of Assessment Administration Specialist, AAS from the International Association of Assessing Officers (IAAO) in 2012.  She lives in Marysville with her husband Dave and has 5 adult children and 7 grandchildren.

 Jerry Rouch

Jerry is the Deputy Director for Infrastructure Funding at Ohio EPA.  In his role as Deputy Director, Jerry oversees Ohio’s Clean Water and Drinking Water State Revolving Funds, Ohio EPA’s funding from the H2Ohio Initiative, and several other federal infrastructure grants.  Jerry works with multiple Divisions within Ohio EPA to coordinate and develop new funding initiatives. Jerry also coordinates with other state agencies to facilitate the efficient implementation of funding programs. Jerry has been with Ohio EPA for over 30 years. 

 

 

 

 

Stacie Massey

Stacie Massey is a Senior Financial Manager for the Ohio Office of Budget and Management. She is the lead of the Ohio Grants Partnership team within the budget office. Over the last twenty plus years, Stacie has developed a unique background in grants management leveraging her experience in previous roles at the Ohio Auditor of State, Ohio Department of Public Safety, and Ohio Emergency Management Agency. In her current role, Stacie is working to spearhead a statewide grants effort to standardize, streamline processes, and realize efficiencies shifting resources from administration back to the core program effort. She is currently working to coordinate and administer COVID related funding to include the Coronavirus Relief Fund program and State and Local Fiscal Recovery Fund program. Stacie is the recipient of the National Grants Management Association’s 2021 Impact Award for Public Sector which is awarded annually to an individual for exceptional contribution in advancing grants management.  

Stacie has a Bachelor of Science in Accounting from The Ohio State University and a Master of Business Administration from Ashland University. She is a member of the National Grants Management Association and the Association of Governmental Accountants. 

Teresa Hicks

Teresa Hicks is a Quality Assurance and Technical Specialist in the Center for Audit Excellence Division of the Ohio Auditor of State’s Office.  She has held various other positions as well in her over 21 years with the Auditor’s office, ranging from intern to Assistant Audit III.  Teresa’s areas of specialty include federal grants, Agreed Upon Procedure Engagements and Basic Audits. She is currently the Center’s Single Audit Coordinator.  

Teresa has a Bachelor of Arts in Accounting from the Bethany College and a Master degree in Business Administration from Franciscan University of Steubenville.   She is a member of the Central Ohio Chapter of the Association of Government Accountants (AGA) and the AICPA. Teresa is also a member of the Single Audit Committee for the National State Auditors Association (NSAA).   

 

James M. Nicholson 

Mr. Nicholson graduated from Miami University with bachelor’s degrees (BS) in Finance and Accountancy and received his Master of Business Administration (MBA) from the University of Dayton. Jamie currently serves as the Director of Finance for the City of Pataskala, Ohio and has over 20 years’ experience in governmental accounting and finance. Prior to entering public service, he was employed for 15 years in the banking sector in a variety of financial and project management positions. Mr. Nicholson served for three years as a member of the national GFOA’s Executive Board and was an ex officio member of the organization’s Budgeting & Fiscal Policy committee.  Additionally, he served for 6 years on the GFOA’s Treasury & Investment Management (TIM) committee and served as a ACFR reviewer on the Special Review committee. Jamie is a regular presenter at national and Ohio GFOA conferences, webinars and training classes, and has co-authored several articles in the GFOA’s Government Finance Review.  He is a Past-President for the Ohio GFOA and has been active member of the Ohio GFOA’s Education Committee for more than 19 years.   

 

 

Marilyn Stephens

During her 23-year tenure with the Census Bureau, she has become one of the most requested Census Bureau speakers and has facilitated more than 800 workshops and presentations across the country.

Marilyn Stephens completed her 5-year tour of duty for the 2020 Census on December 31, 2021. In January 2022, she returned to her work with the Data Dissemination and Training Branch in the Customer Liaison and Marketing Services Office. Marilyn is the primary outreach and data dissemination specialist for the State of Florida, where she resides.

In 2016, Marilyn was promoted to Assistant Regional Census Manager for the 2020 Census Atlanta Region (Alabama, Florida, Georgia, Louisiana, Mississippi, North Carolina, and South Carolina). She managed the community engagement and partnership program media teams throughout the region and primary spokesperson conducting more than 300 radio, television, and print interviews. She served as the agency’s liaison to the region’s 78 congressional representatives, 15 senatorial district offices and 7 Governor’s offices.

For the 2010 Census, she was the Assistant Regional Census Manager and responsible for more than 400 staff. In 2003, she received the Bronze Medal Award, the highest meritorious honor given by the U.S. Census Bureau.  She was awarded a Team Bronze Medal Award for her management work on the 2010 Census and nominated twice for Federal Employee of the Year.

Brian Mosier

PRACTICE SUMMARY: 

Brian Mosier has fifteen years of experience auditing and consulting with local governments with the Auditor of State of Ohio and Clark Schaefer Hackett. He has extensive knowledge and experience in performing and managing audit engagements under the requirements of GAGAS and the Uniform Guidance.   

Brian has consulted with and audited many state and local governments including large state agencies, many of the largest cities and counties in Ohio, and many public-school districts and other entities. He uses his background in working with a diverse group of governmental entities to bring new and fresh ideas to each of his clients in order to improve their operations.  In addition to his client service role, Brian enjoys speaking to industry groups about new accounting standards, best practices, and compliance requirements.

R. Kinney Poynter

Kinney Poynter is the Executive Director for the National Association of State Auditors, Comptrollers, and Treasurers (NASACT). In this capacity, he is responsible for the overall operations of NASACT as well as the programs of the National Association of State Comptrollers and National State Auditors Association. NASACT is a professional organization facilitates efforts to improve state government transparency, accountability, and financial management. Kinney has been with NASACT since 1989, previously serving as the association’s Deputy Director and various other positions.

In addition to his experience with NASACT, he has been a partner of a local public accounting firm in Lexington, Kentucky, and a principal auditor with the Kentucky Auditor of Public Accounts, where he conducted financial, performance, and investigative audits on state agencies and local governments. While in public practice, he performed single audits on various nonprofit organizations.

Kinney has BS and MS degrees in accounting from the University of Kentucky and is a Certified Public Accountant (CPA). He is a member of the American Institute of Certified Public Accountants (AICPA) and the Association of Government Accountants (AGA). He previously served on the AICPA Governing Council. He is also a member of the Kentucky Society of Certified Public Accountants, where he has served as chairman of the Governmental Accounting Committee. Kinney has served as an instructor domestically and internationally on a variety of governmental accounting and auditing issues.

Scott Sheffler

Mr. Sheffler is a partner with Feldesman Tucker Leifer Fidell LLP and has extensive experience in the areas of federal grant law, government contract law, and health care law. Mr. Sheffler represents private and public entity grantees of all types across diverse federal programs, including health care and social service programs, scientific research, and conservation programs. He currently serves as Vice Chair of the American Bar Association (“ABA”), Public Contract Law Section’s Grant Law Committee, as a member of the National Grant Management Association’s Board of Directors, and as a practitioner editor for the ABA Public Contract Law Journal. 

 

 

Tara Kunkel

Tara Kunkel has served as the Executive Director of Rulo Strategies since 2020. Before founding Rulo Strategies, Tara served as a Senior Drug Policy Advisor at the U.S. Department of Justice, where she led the implementation of the Comprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP). Under Tara’s leadership, the COSSAP program grew from a $27 million grant program in 2017 to $187 million in 2019. Tara also served as a consultant for the National Center for States for more than nine years leading, managing, and evaluating projects at all points in the justice system, from diversion programs, pretrial supervision, courts, probation, and corrections. Tara has developed and overseen cooperative agreements and grants with various government agencies, including planning, developing, and implementing multiyear grant proposals.  She received a Master’s in Social Work from Virginia Commonwealth University and a bachelor’s degree in Psychology from the University of Virginia.
